If you qualify under State Assistance, for $20.00, you receive a certificate from the Department of Agriculture to have a cat or dog sterilized. This program is financed by the collection of a surcharge (tax) for every rabies vaccine administered. Once the surgery is completed, the state reimburses (in part) the facility performing the procedure through the funds it collected.
